Acestea se efectueaz\u0103 \u00een baza unei expertize tehnice \u00eentocmite de un expert tehnic atestat \u015fi, dup\u0103 caz, \u00een baza unui audit energetic \u00eentocmit de un auditor energetic pentru cl\u0103diri atestat, \u015fi cuprind proiectarea, execu\u0163ia \u015fi recep\u0163ia lucr\u0103rilor care necesit\u0103 emiterea, \u00een condi\u0163iile legii, a autoriza\u0163iei de construire sau de desfiin\u0163are, dup\u0103 caz. Interven\u0163iile la construc\u0163iile existente se consemneaz\u0103 obligatoriu \u00een cartea tehnic\u0103 a construc\u0163iei.&#8221;<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Vom trata c\u00e2teva situa\u021bii posibile si des \u00eent\u00e2lnite \u00een practica pentru care este necesara o expertiza tehnica:<\/h2>\n\n\n\n<p><em><strong>1. Ave\u021bi un apartament \u015fi dori\u021bi s\u0103 demola\u021bi c\u00e2\u021biva pere\u021bi interiori pentru o recompartimentare, ave\u021bi nevoie de o expertiza tehnica \u015fi de un proiect.<\/strong><\/em><\/p>\n\n\n\n<p>Aceasta situatie de expertizare poate fi realizata in baza normativului C254-2022, fara expertizarea seismica a intregului imobil pentru cladiri realizate dupa 1981. Pa\u015fii de urmat pentru o astfel de situa\u021bie:<\/p>\n\n\n\n<ul>\n<li>contacta\u021bi un arhitect \u0219i \u00eei cere\u021bi sa v\u0103 \u00eentocmeasc\u0103 documenta\u021bia pentru ob\u021binerea certificatului de urbanism; \u00een cazul interven\u021biilor simple certificatul de urbanism se poate obtine chiar de c\u0103tre proprietar f\u0103r\u0103 alta documenta\u021bie din partea arhitectului.<\/li>\n\n\n\n<li>dupa ce ob\u021bine\u021bi&nbsp;certificatul, arhitectul v\u0103 \u00eentocme\u0219te proiectul pentru autoriza\u021bie de construire, faza de arhitectura;<\/li>\n\n\n\n<li>expertul face expertiza tehnica &#8211; dac\u0103 este ceruta prin certificatul de urbanism;<\/li>\n\n\n\n<li>pe baza expertizei, inginerul structurist, \u00eentocme\u0219te un memoriu tehnic, care va fi vizat si de catre expert.<\/li>\n\n\n\n<li>se obtine autorizatia de construire.<\/li>\n<\/ul>\n\n\n\n<p>De retinut: pentru cladirile realizate inainte de 1981 este necesarea expertizarea seismica a cladirii pentru interventii de recompartimentare. De asemenea pentru interventii de recompartimentare a cladirilor din zidarie portanta este necesara expertiza tehnica seismica a intregii cladiri.<\/p>\n\n\n\n<p><strong><em>2. Daca aveti o casa si dori\u021bi o mansardare supraetajare sau o extindere, &nbsp;ave\u021bi &nbsp;nevoie de o expertiza tehnica \u0219i de un proiect.<\/em><\/strong><\/p>\n\n\n\n<p>Pa\u0219ii de urmat pentru o astfel de situa\u021bie:<\/p>\n\n\n\n<ul>\n<li>contacta\u021bi un arhitect \u015fi \u00eei cere\u021bi sa v\u0103 \u00eentocmeasc\u0103 documenta\u021bia pentru ob\u021binerea certificatului de urbanism; s-ar putea s\u0103 fie nevoie sa face\u021bi un cadastru sau sa ob\u021bine\u021bi c\u00e2teva h\u00e2rtii de la prim\u0103rie, arhitectul v\u0103 va informa.<\/li>\n\n\n\n<li>dup\u0103 ce ob\u021bine\u021bi&nbsp;certificatul de urbanism arhitectul trebuie sa organizeze c\u00e2teva \u00eent\u00e2lniri de coordonare cu expertul tehnic \u015fi cu inginerii de structur\u0103 \u0219i instala\u021bii, pentru a putea pune la punct un plan de interven\u021bii optim; acest pas este foarte important, pentru ca o lipsa de coordonare duce la \u00eent\u00e2rzieri mari \u0219i la munca inutila; pe baza planului de arhitectura care propune solu\u0163ia de modificare a func\u021biunilor se \u00eentocme\u0219te expertiza tehnica \u0219i proiectul de autoriza\u021bie de construire.<\/li>\n\n\n\n<li>se ob\u021bine avizul de la Inspectoratul Teritorial in Construc\u021bii &#8211; probabil ca in urmatorii ani aceasta practica va disp\u0103rea!<\/li>\n\n\n\n<li>se ob\u021bine autoriza\u021bia de construire<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Recomand\u0103ri privind alegerea unui expert tehnic<\/h2>\n\n\n\n<p>Noi la Vilared, \u00een 90% din situa\u021bii nu proiectam expertize tehnice dec\u00e2t dac\u0103 lucram si proiectul de structura de rezistenta! De ce? Pentru ca expertul, de\u0219i este expert, el trebuie sa lucreze in str\u00e2ns\u0103 corelare cu inginerul de structura, cu arhitectul si cu instalatorul. In situa\u021bia in care cineva ne solicita sa intram pe un proiect deja \u00eenceput fara colaborarea initiala sufera de regula modific\u0103ri de solu\u021bii, pentru ca nu to\u021bi arhitec\u021bii si nu toti structuristii cunosc regulile de interven\u021bie pe o cladire existenta sau regulile alipirii la calcan. Si nu e tocmai bine cand ii soliciti cuiva sa-si modifice munca.<\/p>\n\n\n\n<p>Si mai e o chestiune des ignorata: structuristii, adica unii ca noi, au de multe ori impedimente in a aplica solutiile unei expertize tehnice daca aceasta este elaborata fara consultare si atunci inseamna modificari ale expertizei initiale si tot felul de alte complicatii.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ce trebuie sa mai \u0219ti\u021bi despre&nbsp;interven\u021biile la cl\u0103diri existente:<\/h2>\n\n\n\n<ul>\n<li>desi exista voci care spun ca nu e nevoie de arhitect pentru obtinerea certificatului de urbanism sunt numeroase situatii in care un arhitect poate face diferenta prin redactarea unei cereri clare si precise care sa nu lase loc la interpretari ulterioare.<\/li>\n\n\n\n<li>de regula, casele din ora\u0219 au probleme de alipire cu alte cl\u0103diri vecine; \u00een situa\u021bia in care face\u021bi un proiect de extindere, mansardare, etajare etc., in certificatul de urbanism o sa ave\u021bi, mai mult ca sigur, de luat un aviz de la Inspectoratul de Stat in Construc\u021bii; avizul asta, se ia pe baza proiectului de autoriza\u021bie de construc\u021bie si a expertizei tehnice, expertiz\u0103 care trebuie s\u0103 con\u021bin\u0103 si fotografii ale cl\u0103dirilor vecine alipite, at\u00e2t din exterior c\u00e2t si din interior; treaba asta e necesar\u0103, pentru&nbsp; cazul \u00een care vecinul face scandal c\u0103 din cauza lucr\u0103rilor tale i-a fisurat vreun perete.
